Highlights of February 6 Council meeting

Glenmore apartment housing

A rezoning was considered by Council for a four-storey apartment building with 29 units at the corner of Glenmore Road and Union Road. Final adoption is contingent on Council’s consideration of a Development Permit and a Development Variance Permit at a later date.

Benvoulin multifamily

Council OK’d a development permit for two, five-storey apartment buildings at the intersection of Benvoulin Road and Cooper Road, the former Westwind Nursery site. The proposal includes 187 units, as well as a playground, community garden area and fenced dog run. Council also unanimously voted to have staff report back with information related to traffic concerns along the adjacent Mayer Road.

BC Transit changes

BC Transit is launching a new electronic fare collection system, called Umo, across BC and will be implemented in the Kelowna Regional Transit System in late 2023. It will allow customers to pay their fare using a mobile app, reloadable smart card as well as credit and debit cards, and cash. Council asked for additional information from BC Transit on several fare impacts.

Island Stage overhaul

Council OK’d a plan to apply for a provincial grant to refurbish Island Stage in Waterfront Park. The stage was constructed in the early 1990’s on a small man-made lagoon accessible via two suspended concrete walkways. Though one of Kelowna’s premier event spaces, the facility has several constraints and functional issues. City staff will apply for a grant through BC’s Destination Development Fund and, if successful, will go towards upgrades to increase spectator capacity and event space; improve accessibility and safety features, and improve space for functional operations and logistics.
